KUALA LUMPUR, Aug 4 -- Initiatives such as Place and Train and Gerak Insan Gemilang (GIG) under the Human Resources Development Fund (HRDF) National Economic Recovery Plan (PENJANA) helped addressed unemployment involving youths due to the COVID-19 pandemic.

Human Resources Minister Datuk M. Saravanan said that as at July 24, a total of 5,930 people, including youths, had successfully obtained reemployment placements with financial assistance amounting to RM38.53 million with salary starting at RM1,800 per month.

“Place and Train initiative guarantees trainees job placement for at least 12 months upon completion of training.

“Meanwhile, for the GIG, as at July 24, financial assistance to 875 trainees have been approved, totalling RM3.9 million,” he said when winding up the debate on the motion of thanks for the Yang di-Pertuan Agong's royal address, for his ministry in the Dewan Rakyat today.

He said that the unemployment data released by the Department of Statistics Malaysia (DOSM) showed that the unemployment rate in the country increased to 5.3 per cent in May 2020 compared with 5 per cent in April.

On the Employment Insurance System (EIS) under the Social Security Organisation (Socso), Saravanan said that a total of 62,247 people lost their jobs for the period from early this year until July 17 were recorded through the system with a total payment of RM133 million made.

“In addition, EIS managed to find reemployment for 12,714 people as at July 2020,” he said.

Commenting on the issue of job loss and enforcement of the Employment Insurance System Act 2017 (Act 800), Saravanan said the system offers two types of benefits, namely financial benefits and job search assistance benefits.

The benefits involve job search allowance for a period of three to six months; early re-employment allowance, reduced income allowance, training allowance, training fee (paid to training providers), upskilling and reskilling programmes as well as career counselling, he said.
