KUALA LUMPUR, Jan 27 (Bernama) -- The Federal Territory of Kuala Lumpur Road Transport Department (JPJ WPKL) seized 21 vehicles including two tour buses in an Integrated Operation at the Sungai Besi Toll Plaza southbound, here today.
JPJ WPKL director Hamidi Adam said the two tour buses were seized for violating the operating permit conditions when they failed to provide a licensed tour guide registered with the Ministry of Tourism, Arts and Culture (MOTAC).
He said the violation was a serious offence as it breached the conditions of the Tourism Vehicle Service Level Requirements stipulated in the tourism vehicle licence.
"Non-compliance with this condition not only involves a legal offence, but also has the potential to affect passenger safety and pollute the tourism industry. Seizure was carried out immediately without compromise," he said at a press conference after the four-hour operation.
According to Hamidi, the offence is being investigated under Section 41(1)(b) of the Land Public Transport Act 2010 (Act 715) for failing to comply with the conditions of the tourist service vehicle operating licence.
He said under Section 41(3) of the same act, operators who are convicted of an offence can be fined up to RM500,000 or imprisoned for not more than two years or both, while the vehicles involved can be confiscated according to Section 80(4) of the same act.
Commenting on the overall operation, Hamidi said the Integrated Operation was carried out in collaboration with the Traffic Investigation and Enforcement Department (JSPT), the National Anti-Drug Agency (AADK) and PLUS Malaysia Berhad to increase the level of compliance with traffic laws.
"During the operation, a total of 2,091 vehicles were inspected with 382 offences detected and summons notices issued, in addition to 21 vehicles being seized and four drivers found to be drug positive," he said.
He said JPJ WPKL would continue to carry out enforcement operations regularly, consistently and focused in line with the mandate of the director-general of Road Transport Department which emphasises the principle of "One Voice, Equal".
Meanwhile, Hamidi said the WPKL JPJ statistics showed a decrease in several enforcement categories for 2025 compared to 2024, reflecting a more targeted operational approach.
“In 2025, a total of 176,536 vehicles were inspected compared to 242,661 vehicles in 2024, while the number of vehicles taken action decreased from 52,194 to 46,119.
“The number of vehicles seized also decreased significantly from 3,278 vehicles in 2024 to 995 vehicles in 2025, in line with the integrated enforcement approach that combines legal action with elements of education and advice to road users to increase compliance levels,” he said.
