KUALA LUMPUR, Dec 11 (Bernama) -- Construction for the Residensi Hektar Gombak project is set to begin on Feb 15 next year, with completion expected within 15 months.
Housing and Local Government (KPKT) Deputy Minister Datuk Aiman Athirah Sabu, said the ministry, through the Task Force on Sick and Abandoned Private Housing Projects (TFST), had appointed a new contractor, Pembinaan Angkasa Permai Sdn. Bhd on Oct 25 to take over the abandoned project and ensure its successful completion.
To ensure the project is completed on schedule, the ministry has taken three important actions against the former developer. These steps are designed to guarantee full commitment to finishing the project.
“These actions include blacklisting the developer and its board members since they were classified as problematic on March 18, 2023, blocking the developer from applying for a new Advertising and Sales Permit (APDL) until the current project is completed with the Certificate of Completion and Compliance (CCC), and freezing the Housing Development Account (HDA) since Nov 1, 2023, to prevent the irresponsible withdrawal of funds, safeguarding the buyers' rights.”
Aiman Athirah said this during a special chamber session on the progress of the Residensi Hektar Gombak project, raised by Zahir Hassan (PH-Wangsa Maju).
In addition, she said the Ministry of Finance (MOF) had approved a guarantee of up to 70 per cent of the total loan value, capped at RM100 million, under the Madani Housing Project Revival Guarantee Scheme (MHPRGS) to support the project’s completion.
“...MHPRGS is not a direct loan assistance programme using government funds; rather, it’s a guarantee provided by the government for the developer’s loan to complete the project,” she said.
The developer will need to secure their own loan from a financial institution and adhere to the institution’s terms and conditions.
Furthermore, the developer remains responsible for completing the development until receiving the CCC and handing over vacant possession to the buyers, as stipulated under the Housing Development (Control and Licencing) Act 1966 (Act 118).
In the meantime, Aiman Athirah said the ministry had issued confirmation letters about the problematic project to the buyers' association on April 6, 2023, Nov 24, 2023, and Sept 30, 2024. These letters help buyers secure reduced payments and restructure loans with financial institutions.
“However, any reduction in monthly payments or loan restructuring is subject to approval by the relevant financial institutions,” she added.
She also shared positive feedback from the Public Sector Home Financing Board (LPPSA), which confirmed that civil servant buyers using its financing scheme have been approved for loan restructuring.
In addition, buyers of Residensi Hektar Gombak will benefit from a price reduction, with 2,400 units being sold for no more than RM300,000. Each buyer will receive an estimated RM70,000 reduction per unit from the market price.
Aiman Athirah added that buyers can claim compensation from the HDA once the project is completed and has received the CCC.
