KPDN Proposes New Law To Regulate e-Commerce

KOTA KINABALU, Aug 9 (Bernama) -- The Ministry of Domestic Trade and Cost of Living (KPDN) has proposed a new law to be drafted specifically to regulate e-commerce to ensure it is more organised and effective at the national level.

Its deputy minister, Datuk Dr Fuziah Salleh said the proposal is based on three main pillars: clearer industry responsibility, more effective enforcement, and comprehensive protection for consumers and small businesses in the digital ecosystem.

“KPDN will ensure that the e-commerce ecosystem is not only innovative but also safe, transparent, and ethical. Therefore, cooperation from all parties is very important.

"The ministry hopes that the constructive input from this engagement session can strengthen the draft of the new legislation to be submitted in the near future," she told reporters after the second E-Commerce Legislative Review Engagement Session here today.

She said the engagement session involved various stakeholders in the e-commerce ecosystem, including industry representatives, digital platforms, merchant associations, consumer protection organisations, ministry and agency representatives, legal experts and academics.

She said the engagement session was organised by KPDN, emphasising the need to update existing e-commerce legislation to remain relevant and effective in regulating the rapidly evolving digital ecosystem.

“These improvements are important to ensure that current policies and regulations can accommodate the increasingly dynamic changes in the online business landscape, while also strengthening consumer protection, which is being faced by various challenges and risks in digital transactions.

“E-commerce is not only becoming a part of the lifestyle of Malaysians, but also serves as a major driver of the country's digital economy. However, this rapid growth is also accompanied by various risks such as fraud, the sale of unsafe products, and cross-border enforcement constraints," she added.

In this regard, Fuziah stated that the results of the E-Commerce Legal Review Study showed the need to establish a new, more comprehensive legal framework to ensure more organised and effective e-commerce governance at the national level.
