Chaoyang Unveils 16 Measures To Boost Global Enterprise Growth

KUALA LUMPUR, March 5 (Bernama) -- Beijing's Chaoyang District, a frontline hub for opening up, officially released the 16 Measures to Support the International Development of Enterprises in Chaoyang District at the 2026 Beijing Chaoyang Business Environment and High-Quality Development Conference.

According to a statement, these measures are designed to provide robust empowerment and precise navigation for diverse market entities seeking stability and long-term success in international cooperation.

The 16 Measures establish an end-to-end support system structured around five critical dimensions, namely service optimisation, professional empowerment, factor assurance, risk prevention, and policy support.

In terms of service optimisation, Chaoyang is implementing a synergistic "Online + Offline" model, featuring the city's first district-level comprehensive online service platform for global enterprises.

Furthermore, the district is focusing on removing bottlenecks in the cross-border flow of essential factors, including capital, data, and personnel, to ensure efficient and convenient element flow. Professional services, such as cross-border legal, financial, and accounting support, are also being strengthened to enhance compliance levels.

Reinforcing its long-term development strategy, Chaoyang simultaneously launched the "100 Science Parks" initiative. The plan commits to establishing a comprehensive matrix of 100 science parks within five years.

This initiative aims to cultivate strategic industries like artificial intelligence and future tracks such as quantum information. This effort aims to accelerate the cultivation of new quality productive forces (NQPFs), positioning the district as a main engine of the international technological innovation centre.

Known as China's No. 1 district for international engagement and exchange, Chaoyang recorded a gross domestic product (GDP) of 966.85 billion Chinese yuan in 2025. The new measures mark a significant step toward expanding high-standard opening up and continuously optimising its world-class business environment. (100 Chinese yuan = RM57.19)
