SC, Durham University Launch Training Programme To Boost Regional Capital Market Talent

KUALA LUMPUR, July 9 (Bernama) -- The Securities Commission Malaysia (SC) has collaborated with Durham University of the United Kingdom (UK) to launch the Young Regulators Development Programme (YRDP), which will be held annually from 2025 to 2027 in Kuala Lumpur.

The SC said the two-week programme aims to cultivate a pipeline of skilled talent to support the growth and stability of regional capital markets.

SC chairman Datuk Mohammad Faiz Azmi said the collaboration with the university underscores its commitment to nurturing talent and strengthening regulatory capacity across the region.

“Investing in young regulators is essential to navigating the complexities of today’s dynamic capital markets. This initiative also aligns with the region’s ambition to build a resilient, well-governed, and internationally competitive capital market.

“The YRDP will foster meaningful connections among regulators, paving the way for deeper international collaboration in the years ahead,” he said in a statement today.

Besides, the SC said the programme targets early-career capital market regulators with three to five years of experience from ASEAN member states and member regulators of the International Organisation of Securities Commissions (IOSCO).

“The YRDP seeks to enhance young professionals’ competencies by providing a strong foundation in capital market regulation and supervision, while also keeping them abreast of emerging trends and global best practices,” it said.

The programme will be led by Durham University financial law professor, Dr Federico Lupo-Pasini, who played a key role in developing the curriculum, and will feature guest lecturers and leading industry practitioners.

The SC also said that the university, ranked third in the UK and globally recognised for its excellence in law, finance and economics, will bring its academic rigour and international expertise to the programme.

“The inaugural cohort will begin in August, with Malaysia serving as the regional host, ensuring greater accessibility, cost efficiency, and participation from across Asia Pacific, the Middle East, and other jurisdictions,” it said.

Durham Law School dean Prof Volker Roeben said the university is committed to delivering transformative education. “We offer an ASEAN Financial Regulators Scholarship to support ASEAN regulators pursuing an MSc in Law and Finance at Durham. This scholarship empowers young regulators to broaden their knowledge, develop analytical and leadership skills, and enhance their career prospects in the evolving financial sector,” he said.
