eStrata System Launched To Strengthen Strata Housing Management

CYBERJAYA, Nov 27 (Bernama) -- The eStrata system, an integrated platform to manage, monitor and securely store housing data in a structured and comprehensive manner, was launched today and will be fully implemented next year.

Deputy Minister of Housing and Local Government Datuk Aiman Athirah Sabu said eStrata is a new platform replacing the eCOB system, which was updated manually by the Commissioner of Buildings (COB) appointed by local authorities.

“The development of this new system fulfils the current need to establish a more comprehensive, structured and efficient national-level platform for strata management, while also simplifying the administrative and monitoring functions of COBs throughout Peninsular Malaysia and Labuan.

“eStrata is not just a digital system, it is a revolution in strata management,” she said when launching the system here.

Aiman Athirah said eStrata is an integrated platform that organises and stores complete data, ensuring that key information such as parcel ownership, financial reports, meeting minutes, by-laws and building insurance is recorded accurately, securely and in an orderly manner.

“More importantly, this system is also integrated with the Housing Integrated Management System (HIMS), enabling developers’ and owners’ records to be captured earlier and with greater accuracy,” she said.

She said the system is further enhanced with the use of Artificial Intelligence (AI), which is integrated with OpenAI.

Through this system, COBs and management bodies can obtain real-time management guidance based on the Housing and Local Government Ministry’s (KPKT) knowledge base.

“This centralised database will assist the government in formulating policies that are more accurate, responsive and comprehensive,” she said.

In a press conference, she said the eStrata system will be used by 157 local authorities nationwide, including developers.

“Insya-Allah, we are confident that issues related to strata management will be able to be handled more effectively through the eStrata system,” she said.

eStrata was developed with the primary function of simplifying administrative tasks and enhancing the monitoring capacity of COBs in Peninsular Malaysia and the Federal Territory of Labuan.

The digital system also allows for more efficient and comprehensive monitoring of developers and management bodies, in line with the provisions under the Strata Management Act 2013 [Act 757].
