Perak To Implement Feeder Mapping For Data-driven Stray Animal Management - Exco

IPOH, Dec 15 (Bernama) -- The Perak government will implement the Feeder Mapping programme as a data-driven approach to strengthen and improve the efficiency of stray animal management across the state.

State Housing and Local Government Committee chairman Sandrea Ng Shy Ching said the programme aims to identify hotspots where street animals are fed, enabling more structured, targeted and effective planning for sterilisation, monitoring and intervention efforts.

“The Feeder Mapping programme is important to ensure that stray animal management initiatives are carried out based on accurate data and specific locations, thereby helping to reduce uncontrolled breeding,” she said.

“This programme is open to the feeder community, non-governmental organisations (NGOs), volunteers and individuals who are directly involved in the management and welfare of stray animals,” she said at a press conference on the Feeder Mapping application under the Perak Pawsitive Initiative here today.

She said the programme will begin implementation on Dec 28, in conjunction with the closing ceremony of the Perak Pawsitive Initiative 2025 at the Menglembu Animal Clinic here.

Ng said feeders who attend the Feeder Mapping briefing will receive a subsidised RM50 sterilisation coupon, redeemable at four Perak Pawsitive Initiative partner veterinary clinics from Feb 1 to July 31, 2026.

The state government will also launch the Feeder Mapping application on the same day to leverage digital technology in stray animal management, in line with smart city aspirations to enhance data coordination, planning and collaboration between agencies and the community.

The public, particularly animal owners and feeder communities, are invited to take part in the subsidised sterilisation campaign and the Feeder Mapping programme as a collective effort to foster a safer, more harmonious and humane community in line with Perak Sejahtera 2030.

She added that the Perak Pawsitive Initiative remains committed to addressing stray animal issues in a sustainable and humane manner through multi-stakeholder collaboration, public education and the phased implementation of subsidised sterilisation programmes statewide.

The Perak Pawsitive Initiative aims to sterilise 1,000 animals in 2025 through five sessions involving local authorities, the state Department of Veterinary Services, partner clinics, NGOs and the community.

She added that the fifth session will be held on Dec 27 and 28 at the Menglembu Animal Clinic, offering subsidised sterilisation at RM100 for dogs and RM80 for cats, with the remaining costs covered by state government subsidies. Registration is via QR code on the programme’s official poster.

Meanwhile, Ng said the proposed microchipping programme to address stray animal issues is currently undergoing legal review, following studies conducted by local authorities to incorporate it as a requirement under dog licensing by-laws.
