MOHE Unveils Five-year Action Plan To Boost University Entrepreneurship Ecosystem

KUALA LUMPUR, May 15 (Bernama) — The Ministry of Higher Education (MOHE) launched the Higher Education Institution Entrepreneurship Action Plan (PTK-IPT) 2026-2030 today.

The plan aims to build a sustainable, inclusive, and high-impact entrepreneurship ecosystem across universities to produce globally competitive, holistic entrepreneurs.

Minister Datuk Seri Dr. Zambry Abd Kadir said the plan aligns with the Malaysia Higher Education Plan 2026-2035, which prioritises educational flexibility, tech mastery, lifelong learning, innovation and future talent development.

"We want graduates with not just knowledge and qualifications, but also leadership, creativity, critical thinking, risk-taking and a drive to give back to society. 

“Over the next five years, we want student startups to go global. We want university research commercialised. We want stronger strategic collaborations between universities, industry and investors," he said.

He was speaking at the MOHE 2025 Entrepreneurship Awards and the PTK-IPT 2026-2030 launch ceremony today. Also present was MOHE secretary-general Datuk Dr. Aminuddin Hassim.

Zambry said the action plan ensures the entrepreneurship agenda includes students from all backgrounds, covering Technical and Vocational Education and Training (TVET), polytechnics, community colleges, public universities and private universities.

He added that the ministry and all higher education institutions will continue strengthening campus innovation and entrepreneurship culture, turning universities into living laboratories where ideas are born, tested, marketed and turned into real solutions for society and industry.

"A great university is measured not just by rankings and academic publications, but by the impact of its graduates on society, the economy and the nation.

"This is the spirit of Brain of the Nation or Akal Budi Nusa, that universities must become strategic thought centres, and entrepreneurship is key to translating knowledge into value and prosperity for the people," he said.

On the MOHE 2025 Entrepreneurship Awards, Zambry said they reflect the success of government policies and ongoing ministry efforts to empower university entrepreneurship.

The awards recognise excellence among institutions, academics, administrators, students and graduates in the entrepreneurship ecosystem.

Thirteen categories were contested, including the Best Entrepreneurship Institution Award, covering best university, best polytechnic and best community college.

The winners were Universiti Tun Hussein Onn Malaysia, Politeknik Sultan Mizan Zainal Abidin and Kolej Komuniti Sungai Petani, respectively.
