Egypt’s Gaza Reconstruction Plan Calls For ‘Transitional Governance Arrangements’

CAIRO, March 4 (Bernama-Anadolu) – Egypt has drawn up a plan for the reconstruction of the Gaza Strip that would require transitional governance arrangements, Anadolu Ajansi (AA) reported.

According to the state-affiliated Al-Qahera News channel, the plan states that Gaza’s reconstruction would require governance and security arrangements to uphold the prospects of a two-state solution.

“The two-state solution is the optimal solution from the perspective of international law and the international community,” the plan states.

The Egyptian plan emphasises that Gaza is an integral part of the Palestinian territories, the channel reported.

“Attempts to strip the Palestinian people of hope for statehood or seize their land will only lead to further conflicts and instability,” it warns.

The plan also highlights the importance of maintaining the ceasefire in the Gaza Strip.

It outlines a three-year implementation timeline, which includes early recovery programmes and reconstruction efforts running in parallel while advancing towards a two-state solution as part of a broader political resolution.

Additionally, the plan calls for the establishment of a buffer zone following debris removal and the construction of 20 temporary housing areas with participation from Egyptian and foreign companies.

It also proposes the formation of a Gaza administration committee to manage the enclave for a six-month transitional period. This committee would be independent and composed of non-partisan technocrats, operating under the Palestinian government.

Egypt is set to host an emergency Arab summit on Tuesday to establish a unified Arab position on the Palestinian issue and present a counterproposal to the United States (US) plans for the displacement of Gaza’s population.

The high-level meeting is expected to address the worsening humanitarian crisis in Gaza and reinforce Arab-led efforts to reach a political resolution.

The Egyptian plan is likely to be a key topic during the discussions, as Arab leaders seek to push forward a reconstruction framework while rejecting external plans that threaten Palestinian sovereignty.

US President Donald Trump has repeatedly proposed "taking over" Gaza and resettling its population to develop the area into a tourist destination.

His plan has been widely rejected by the Arab world and the international community, who argue that it amounts to ethnic cleansing.
