PUTRAJAYA, Oct 14 (Bernama) -- The Ministry of Higher Education (KPT) is ready to collaborate with the Ministry of Education (MOE) to strengthen the integration of moral and ethical values within the national education framework, said Higher Education Minister Datuk Seri Dr Zambry Abd Kadir.
He said education should not be seen as two different systems between schools and universities, but one continuous process that holistically shapes individuals with intellectual and moral integrity.
“We (KPT) are open (to cooperation), and I want to see in context why the country's education cannot be separated.
“First, between the Ministry of Education and the Ministry of Higher Education, there needs to be continuity in the process. Both, in terms of the curriculum being built, cannot be a separate curriculum without other disciplinary issues, including the values we want to instil," he told reporters after attending the 2025 Malay Language Academic Awards Ceremony here today.
Zambry said the current higher education curriculum has incorporated value elements through the General Studies (MPU) modules, which have been undergoing improvement since last year under the guidance of two academic figures, namely Prof Datuk Dr. Osman Bakar and Prof Datuk Dr. Shamsul Amri Baharuddin.
He said the new framework emphasises nation-building, civilisation and value formation, in line with Prime Minister Datuk Seri Anwar Ibrahim's call to strengthen the moral foundation of the education system at all levels.
"Although these subjects already exist at the university level, the Prime Minister has instructed that their content be shared with the Ministry of Education so that these core values can be instilled earlier in the learning process," he said.
According to him, both ministries are reviewing their respective education policies to ensure their value development continues to be a key component of the national education system.
“At the higher education level, our new policy will continue to strengthen the moral and ethical values in the education process. I believe the MOE is also moving towards the same direction,” he said.
Yesterday, the Prime Minister was reported to have urged the country's education system to refocus on efforts to strengthen moral and ethical values, following several cases involving children linked to weaknesses in value formation.
