24 NACS Substrategies Completed As Malaysia Steps Up Anti-corruption Drive

PUTRAJAYA, Nov 19 (Bernama) -- Efforts to strengthen integrity and combat corruption in Malaysia continue to show positive progress, with 24 of the total substrategies under the National Anti-Corruption Strategy (NACS) 2024-2028 completed as of Nov 18, 2025.

Malaysian Anti-Corruption Commission (MACC), chief commissioner Tan Sri Azam Baki, said the achievement includes 13 lead agency heads fully implementing their respective responsibilities, with five substrategies completed in 2024 and the remaining 19 throughout 2025.

He said the progress reflects the strong commitment and dedication of lead agencies in ensuring the NACS objectives are fully achieved.

“I urge lead agency heads who have completed their substrategies to step up promotional and publicity efforts, within available resources. This is important as it not only demonstrates the government’s ongoing commitment to good governance and consistent anti-corruption measures, but also helps shape a positive perception both locally and internationally regarding Malaysia’s integrity agenda,” he said in a statement.

Azam said this after chairing the NACS Performance Coordination Meeting (Series 3, No. 2 of 2025) at the ICU Conference Hall, Perdana Putra Building, here today.

He added that the implementation of NACS has been recognised as a factor contributing to Malaysia’s improved ranking in the Corruption Perceptions Index (CPI), further strengthened through the establishment of the CPI Special Task Force chaired by the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar.

The meeting also noted that nine short-term substrategies have yet to be completed and must be finalised before Dec 31, 2025.

Four agencies have requested extensions, which will be tabled at the Special Cabinet Committee on National Governance on Dec 8,  while the remaining five substrategies are expected to be completed within the stipulated timeframe.

The MACC, through the NACS Secretariat, reaffirmed its commitment to assist lead agencies facing challenges in implementing their substrategies.

“The success of NACS depends on the collective effort of all parties. I hope today’s meeting will produce follow-up measures that are more thorough and impactful in strengthening national governance, integrity, and accountability,” he said.

To ensure transparency and effective oversight, the implementation of substrategies is monitored through two digital dashboards, r-NACS and d-NACS, operated under the MACC server.

Also present at the meeting were Home Ministry secretary-general Datuk Dr Awang Alik Jeman, Ministry of National Unity secretary-general, Datuk Haslina Abdul Hamid, National Governance Planning Division (BPGN) senior director, Datuk Idris Zaharudin, MACC Community Education Division director, Datuk Ahmad Nizam Ismail, and representatives of the lead agencies.
