ODS, OBB And ODP Programmes Ease Inmates’ Return To Society

SUNGAI PETANI, March 24 (Bernama) -- Rehabilitation programmes for inmates under the categories of Persons Under Supervision (ODS), Licensed Release Prisoners (OBB) and Parolees (ODP) implemented by the Malaysian Prisons Department are seen as capable of narrowing the gap in societal acceptance of former inmates.

Deputy Commissioner of Prisons Charin Promwichit said programmes carried out at the Kuala Muda Inmate Reintegration Centre (PRP), for example, provide selected inmates the opportunity to undergo a gradual rehabilitation process in preparation for returning to their families and society.

He said the centre serves as a transitional platform by offering various character development programmes, skills training and spiritual activities to help inmates build self-confidence and discipline.

“Programmes outside prison facilities, as well as community and social initiatives, provide early preparation for inmates to return to their families and society. It is considered their soft landing before release, where they are given opportunities to work and interact with the community,” he said.

He was speaking at the Hari Raya Aidilfitri gathering programme at PRP Kuala Muda here today, which involved 29 families of ODS.

Charin added that the community-based rehabilitation approach also helps improve public acceptance while reducing stigma against the group.

He said inmates participating in ODS, OBB and ODP programmes must meet specific criteria set by the Prisons Department before being allowed to join, including undergoing skills training and being given employment opportunities.

“Through this exposure, they can rebuild self-confidence and prepare themselves to lead more stable lives with their families and within society, as well as generate their own income,” he said.

He noted that the involvement of the community and employers in offering job opportunities also plays a crucial role in supporting the rehabilitation and social reintegration process.

Charin said the implementation of community-based rehabilitation programmes has proven effective, with the rate of repeat offences among participants significantly lower compared to those who do not undergo such programmes.

“Our hope is that those undergoing these community programmes will not repeat their past actions, will abide by the law and become good citizens. That is our hope for them when they are eventually released,” he said.
