Unregistered Private Islamic Institutions In Johor Risk Action - Johor Govt

12/02/2025 08:55 PM

JOHOR BAHRU, Feb 12 (Bernama) -- The Johor state government has issued a stern reminder to unregistered Private Islamic Educational Institutions (IPIS) including kindergartens, that operating without registration is an offence and action can be taken.

Johor Islamic Religious Affairs Committee chairman Mohd Fared Mohd Khalid said Johor, through the Johor Islamic Religious Council (MAINJ), places great emphasis on the development of Islamic teachings, particularly in Islamic education, which has been implemented for over 100 years.

“The government acknowledges and appreciates the role played by individuals and non-governmental organisations in contributing to the growth of Islamic education. However, any established institution must be registered in accordance with the Control of Islamic Religious Schools Enactment (EPSAI) 1991,” he said in a statement today.

He said all IPIS are urged to register as required by the enactment, and registration can be done through any District Islamic Education Office (PPID).

This includes any Islamic religious school in Johor or any place including mosques, madrasah, and kindergartens, where five or more individuals are learning or will be taught subjects, including subjects related to Islam, excluding Islamic schools under the Ministry of Education and the Johor state government.

Mohd Fared said the registration is to regulate and ensure these institutions are managed properly, to safeguard the welfare of the students, ensure the teachings are based on ‘Ahli Sunnah wal Jamaah’, and to protect the welfare of the employees at these Islamic educational institutions.

“To date, a total of 229 IPIS have been registered with MAINJ, comprising 40 private Islamic primary schools, 10 private Islamic secondary schools, 149 private tahfiz centres, 22 private madrasah, and eight Johor Malabar madrasah. Another 25 IPIS are in the process of completing their registration, while 247 are known to be operating without having started the registration process,” he added.
