16/10/2025 12:22 PM

KUALA LUMPUR, Oct 16 (Bernama) -- The 43rd ASEAN Ministers on Energy Meeting (AMEM) marks a pivotal milestone for regional energy cooperation, with member states set to adopt a series of landmark frameworks that will shape the bloc’s energy landscape for the next five years.

Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also Energy Transition and Water Transformation Minister, said the meeting focuses on action, education and the implementation of policies aimed at strengthening energy security and accelerating the region’s transition towards cleaner and more sustainable energy sources.

“This AMEM is not just about concluding the current work plan, but about collectively charting the energy landscape for the next half decade.

“We are set to deliver on the Priority Economic Deliverables (PEDs) under Malaysia’s Chairmanship, which are vital to accelerating ASEAN’s energy transition and enhancing energy security,” he said in his opening remarks at the 43rd AMEM at the Kuala Lumpur Convention Centre (KLCC) here, today.

Fadillah said four major outcomes are expected from the meeting, including the official launch of the ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II (2026–2030), a foundational roadmap to guide regional collaboration towards a cleaner, more resilient and integrated energy system.

He said the ministers will also witness the formal exchange of documents for the Enhanced Memorandum of Understanding (MoU) on the ASEAN Power Grid (APG), a crucial step in advancing multilateral power trade and cross-border grid connectivity.

To strengthen regional resilience against global supply disruptions, Fadillah said the ministers will formalise the ASEAN Framework Agreement on Petroleum Security (AFAPS) through an exchange of documents, ensuring collective preparedness and cooperation in maintaining petroleum supply stability.

“We will also announce the APG Financing Initiative (APGF), a mechanism designed to attract and coordinate the necessary infrastructure investments for APG projects,” he added.

Fadillah said the ministers will also deliberate on key strategic frameworks recommended by the Senior Officials Meeting on Energy (SOME), which will define the blueprint for ASEAN’s long-term cooperation.

These include the Renewable Energy Long-Term Roadmap, the ASEAN Energy Efficiency Database and Investment Platform (Building), and the Terms of Reference (ToR) for the Subsea Power Cable, while also receiving progress reports on the ASEAN Nuclear Power Plant (NPP) Deployment Framework and the ASEAN Renewable Energy Certificate (REC) Framework.

“These platforms are essential for mobilising investment, technology and policy collaboration required to realise our shared goals. The decisions we make here will echo across our economies and directly impact the lives of over 670 million ASEAN citizens,” he said.
