Mindef Introduces HANRUH Concept Through CIMIC At Melaka PMR

JASIN, Oct 17 (Bernama) -- The Ministry of Defence (Mindef) introduced the concept of Comprehensive Defence (HANRUH) through the Civil-Military Cooperation (CIMIC) approach at the 2025 Melaka MADANI Rakyat Programme (PMR) which began today.

Its secretary-general, Datuk Lokman Hakim Ali said the concept involved participation not only from the military or security agencies but also from the community, organisations and the private sector.

"Through the 2025 Melaka PMR, we will convey the message that the security and sovereignty of this country does not only depend on the security forces but also on the entire communities, organisations and the private sector," he told Bernama here today.

The 2025 Melaka PMR features a variety of interesting activities, including community activities, agency exhibitions and defence performances.

Themed ‘Aspirasi MADANI, Menjamin Pertahanan dan Kedaulatan Negara’, the three-day programme at Merlimau Polytechnic, Jasin was organised by the Performance Advancement Coordination Unit (PACU), Prime Minister’s Office, with strategic collaboration from Mindef and the Melaka government as co-organisers.

Lokman Hakim said that apart from the exhibition of military assets from all three branches of the Malaysian Armed Forces (MAF), namely land, sea and air, the 2025 Melaka PMR also features various government agencies that provide services to the community.

"We have approximately 150 programmes implemented to reach out to the people such as the RAHMAH Sales and Agro MADANI Sales to help the community obtain raw materials in an effort to reduce their cost of living.

"In addition, there is also a discount of up to 50 per cent on summons payments from the police and the Road Transport Department (JPJ) as well as the exchange of 3,500 helmets for free," he said.

He said a career carnival was also implemented by several government agencies to provide opportunities for university graduates to get jobs in their chosen fields.

"The MAF also shares professional services available in the agency such as medical and dental doctors, engineers, pilots, and chefs because it wants to encourage youth participation," he said.

Meanwhile, Lokman Hakim said that apart from services to the community, Mindef as the host of 2025 Melaka PMR also held five corporate social responsibility (CSR) programmes with the community and selected communities.

He said that overall, Mindef received an additional allocation of RM20 million this year compared to RM10 million last year to implement CSR programmes nationwide.

He also said Mindef received an additional RM600 million in the Budget 2026 announced by Prime Minister Datuk Seri Anwar Ibrahim recently, reflecting the government's confidence in the ministry to continue to defend the country's sovereignty.

The 2025 Melaka PMR takes place from 9 am to 11 pm today and tomorrow, and from 9 am to 6 pm on Sunday to provide space for various ministries and agencies to showcase their digital initiatives and services as well as interact directly with the people.
