E-TPS To Boost Transparency, Digital Innovation In Public Service

PUTRAJAYA, Oct 23 (Bernama) -- The Electronic Tribunal Management System (e-TPS), launched today by Public Service Department (PSD) director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz, is set to become a catalyst for transparency and digital innovation in the public service.

He said the system was developed to digitalise the claim filing process, in line with the role of the Housing and Strata Management Tribunal (TPPS) as the lead body in resolving disputes between homebuyers and strata management.

“This initiative supports the principles of Transparent Administration and Appreciation of Innovation under the core values of H.E.M.A.T., reflecting the MADANI government’s commitment to digital transformation in delivering more efficient and cost-effective public services,” he said.

Wan Ahmad Dahlan spoke to reporters after attending the H.E.M.A.T. Aspirations Dialogue organised by the Ministry of Housing and Local Government (KPKT) here.

Also present was KPKT secretary-general Datuk Dr M Noor Azman Taib.

Wan Ahmad Dahlan said the introduction of e-TPS marks a significant shift in how the public interacts with the government, as the process of filing claims and complaints can now be done online.

“Previously, customers had to manually submit forms at the relevant counters, but now dealings with KPKT can be carried out directly through the designated portal. This clearly demonstrates a shift towards greater convenience in public engagement with the government.

“This is what we aim to expand across public service delivery. God willing, I believe more initiatives will follow to make processes easier for the people and to show that the government truly cares about their needs,” he said.

Earlier, in his speech, Wan Ahmad Dahlan said H.E.M.A.T. is not merely a value-based initiative but a key pillar in shaping a public service culture that is competitive, with integrity and a people-centred spirit.

“H.E.M.A.T. is not just a slogan but a new mindset that encourages public officers to work with heart and think with values,” he said.

The H.E.M.A.T. Aspirations Dialogue highlights five core values introduced by the Public Service Department Director-General — Governance Transformation, Empathy for the People, Progressive Mindset, Appreciation of Innovation and Transparent Administration — as a guide to improving efficiency, performance and organisational competitiveness in facing complex global challenges.
