SHAH ALAM, Nov 1 (Bernama) -- The Association of Malaysian Express Carriers (AMEC) has been urged to work closely with the Royal Malaysia Police (PDRM) and the Royal Malaysian Customs Department (JKDM) to address the misuse of courier services for criminal activities, including drug trafficking.
Communications Minister Datuk Fahmi Fadzil said such collaboration would help industry players better understand the issue and take appropriate steps to plug ‘loopholes’ that may be exploited by criminals.
He said the security of the courier industry must remain a top priority, especially as fast and efficient delivery services are increasingly being misused by offenders.
“We must start from facts, data and reports based on enforcement actions by agencies such as PDRM through the Narcotics Crime Investigation Department (JSJN).
“From there, we can understand the modus operandi of criminals and identify weaknesses in the system that the courier sector needs to address immediately,” he told reporters after officiating the National Courier Day 2025 celebration here today.
Also present were Deputy Communications Minister Teo Nie Ching and Communications Ministry secretary-general Datuk Seri Mohamad Fauzi Md Isa.
Fahmi said the call for stronger collaboration between PDRM and courier companies was also conveyed by JSJN director Datuk Hussein Omar Khan.
“As a start, I urge AMEC to hold discussions with the Narcotics Crime Investigation Department and Customs to gain a comprehensive understanding of the issue.
“At the same time, AMEC must ensure that courier sorting centres adopt more effective screening methods to prevent criminal abuse of the courier network,” he said.
Earlier, Fahmi launched the Code of Practice for Postal Services (CPPS) — the first operational standard issued for the national courier industry — to ensure Malaysian courier services remain relevant, efficient and credible in the digital era.
He said the CPPS, developed by the Postal Forum and approved by the Malaysian Communications and Multimedia Commission (MCMC) last year, followed extensive industry consultations.
“I hope all courier service providers will integrate this code of practice into their standard operating procedures (SOPs). We understand they may need time to review and adapt it to their operations, and the Postal Forum will assist in this process,” he added.
At the same event, Fahmi witnessed the signing of a Letter of Collaboration between Shopee Mobile Malaysia Sdn Bhd and local courier partners, under which Shopee will engage more domestic courier companies to deliver customer orders.
The participating courier firms are GD Express Sdn Bhd (GDEX), City-Link Express (M) Sdn Bhd, POS Malaysia and SPX Xpress (Malaysia) Sdn Bhd.
The initiative, spearheaded by MCMC with support from AMEC and industry partners under the Courier Network Sharing Framework (CNSF), is the first of its kind in ASEAN, focusing on shared capacity, data collaboration, and operational efficiency among local and international players — helping to ensure fairer competition.
During the event, Mohd Syahirul Amin Kamarudin from Skynet Worldwide (M) Sdn Bhd was named Courier Industry Personality 2025, while SPX Xpress (Malaysia) Sdn Bhd received the ‘MyKurier Award’ with a four-star rating.
