KUALA LUMPUR, Dec 15 (Bernama) -- The “deemed licence” initiative introduced by the Malaysian Communications and Multimedia Commission (MCMC) is an initial step towards strengthening digital platform governance and enhancing online safety in Malaysia, said Inspector-General of Police (IGP) Datuk Seri Mohd Khalid Ismail.
He said the increasingly complex digital ecosystem requires more responsive regulation to address threats and the misuse of digital platforms for illegal activities, including child sexual exploitation, online fraud and the dissemination of extremist content.
The initiative, he said, reflects the joint commitment of the Royal Malaysia Police (PDRM) and MCMC to protect Malaysians and ensure long-term safety in the cyber environment.
“PDRM will continue to work closely with MCMC and other agencies through a whole-of-government approach.
“This is to ensure that the new mechanism being finalised can enhance investigative effectiveness, strengthen information sharing and expedite action against harmful content and activities in the digital space,” he said in a statement today.
The Deeming Provision refers to the mechanism under Section 46A of the Communications and Multimedia Act 1998, which allows internet messaging and social media service providers with eight million or more users in Malaysia to be automatically registered as s Class Licence holders for Application Service Providers [ASP(C)].
Mohd Khalid also stressed that PDRM will continue to enforce existing laws and enhance its internal preparedness to effectively support the digital security framework to be introduced.
“PDRM is confident that the implementation of this new framework will enhance public protection, strengthen the integrity of the nation’s digital space and reinforce cooperation between the government and digital platform providers,” he said.
He added that the measures introduced by MCMC form an important foundation in safeguarding future generations, particularly children and families, amid an increasingly challenging cyber landscape.
