Persons With Disabilities Act Amendments To Be Tabled At Parliament’s 1st Sitting In 2026

GEORGE TOWN, Jan 12 (Bernama) -- The Ministry of Women, Family and Community Development (KPWKM) is reviewing amendments to the Persons with Disabilities (PwD) Act 2008, expected to be tabled in the first parliamentary session of the year, said Deputy Minister Lim Hui Ying.

She said the amendments aim to reinforce protection, access, and meaningful participation for the PwD community.

“Through various initiatives, support programmes and equipment assistance, we ensure children and PwDs receive care, education and opportunities to thrive. To date, 821,374 PwDs are registered nationwide,” she told Bernama after an official visit to the Cerebral Palsy Association of Penang today.

Lim, who is also Tanjong MP, donated RM50,000 to help the association strengthen its programmes, improve care, and continue supporting the children and families who rely on the centre every day.

In her speech, Lim said practical support continues to be reinforced, noting that under Budget 2026, tax relief for parents of children with disabilities, including screening, early intervention and ongoing rehabilitation, has been increased from RM6,000 to RM10,000.

She said RM1.4 billion has been allocated to support PwDs, including those confined to their beds and unable to work, with aid channelled through the Social Welfare Department for assistive and prosthetic equipment such as wheelchairs and braces to improve mobility.

She said the government values the role of non-profits such as the Cerebral Palsy Association of Penang, which complement public services and turn policies into real support at the grassroots.

“For 64 years, the centre has stood with children and families through life’s many challenges. That long journey is no accident, but a reflection of public trust and the dedication of its staff and volunteers,” she added.
