RPM 2026-2035: Strategic Plan To Produce Quality Students Who Meet Higher Education Needs

13/02/2026 08:58 PM

KUANTAN,  Feb 13 (Bernama) -- The Malaysia Education Blueprint (RPM) 2026–2035 has been formulated as a long-term strategic plan to ensure the national education system produces quality graduates who meet the demands of higher education and the evolving job market.

Principal Assistant Director of the Planning and Management Sector of the District Education Office (PPD), Pahang Education Department (JPN), Mahadzir Omar, said the blueprint will be implemented in three phases, namely the short-term through a 'quick win' initiative for two years, followed by a medium-term phase for three years and a long-term phase for five years.

“The Ministry of Education (MOE) has set Key Performance Indicators (KPIs) to be achieved over the 10-year implementation period, involving 13 key targets related to student performance as well as education infrastructure,” he said.

He told Bernama this after the Special National Programme: Briefing on the Malaysia Education Blueprint (RPM) 2026–2035 at the Mahkota Trading Complex, Indera Mahkota, here today.

Last Jan 20, Prime Minister Datuk Seri Anwar Ibrahim launched the RPM 2026–2035, a comprehensive national education reform agenda jointly led by MOE and the Ministry of Higher Education (MOHE), aimed at building a more equitable, inclusive and values-driven education system.

Mahadzir said one of the key KPIs is to ensure students achieve at least a minimum grade of C in core subjects, namely Bahasa Melayu, English, Mathematics and History, rather than merely obtaining a pass.

“This KPI does not focus solely on academic achievement, but also encompasses support elements such as physical facilities, teaching quality and foundational student preparation to ensure that mandatory targets can be achieved,” he said.

He stressed that parental involvement is a crucial factor in ensuring the success of the plan, particularly in strengthening students’ mastery of basic literacy and numeracy skills.

“No government policy can succeed without the support of parents, as the foundation of learning begins at home before it is reinforced in school,” he added.

Meanwhile, Pahang director of the Malaysian National Academy (AKM), Mohd Kamal Mohd Affandi, said today’s programme served as an engagement platform to provide clarity and address public concerns regarding the direction of the national education reform.

He said the academy had taken the initiative to create a space for dialogue involving non-governmental organisations (NGOs) and members of the community, enabling feedback and views to be channelled to the relevant authorities.

“Programmes like this are essential to ensure the public understands the direction of the country’s education system and to provide opportunities for constructive feedback to enhance policy implementation,” he said.

Mohd Kamal added that the initiative is part of a broader series of engagement programmes conducted at the state level, with similar sessions being organised nationwide to ensure comprehensive dissemination of information on the education reform plan.
