SPPRNT: 941 Loans Worth RM18.8 Mln Approved Since 2002 - KPKT

KUALA TERENGGANU, June 27 (Bernama) -- The Housing and Local Government Ministry (KPKT) approved 941 loan applications worth RM18.8 million under the Terengganu People’s Housing Loan Scheme (SPPRNT) from 2002 to February this year.

Its secretary-general Datuk Dr M Noor Azman Taib said 776 borrowers have fully settled their loans, while 165 remain active borrowers.

He said SPPRNT was established in 2002 through a trust account under the Financial Procedure Act 1957 to assist low-income groups in Terengganu in obtaining housing financing.

“The scheme was introduced to provide housing loans for low-income people in Terengganu, or  residents, to build new homes, purchase low-cost completed or under-construction houses, or renovate existing homes,” he said at the SPPRNT handover ceremony at Wisma Darul Iman here today.

He added that the scheme was managed by KPKT using RM20 million from the Federal Government Special Fund, designated exclusively for Terengganu.

The ceremony also saw the signing of the SPPRNT Deed of Assignment between KPKT and the Terengganu state government, witnessed by state secretary Datuk Mohd Azmi Mohamad Daham representing the state government.

M Noor Azman said the takeover of the scheme had been discussed since 2011, involving various parties and administrative levels.

“The transfer covers the SPPRNT programme, including liabilities and the accumulated balance in the trust account amounting to about RM23.81 million.

“In this regard, KPKT transferred the full amount effective March 11, 2026, into the SPPRNT trust account established by the state government after the relevant documents were signed,” he said.

He also said KPKT had handed over 165 active borrower files, along with 151 land title documents previously pledged to the federal government, on April 29, 2026.

“I am confident the scheme will be managed effectively by the Terengganu Economic Development Corporation for the benefit of the people,” he said.

The handover marks the official transfer of management, funds, obligations and liabilities of the scheme from the federal government through KPKT to the Terengganu state government.

The takeover, which has been coordinated since 2012, involves about RM23.8 million and is expected to strengthen the state’s housing financing initiatives under the Terengganu Housing Financing Scheme (i-RAHMAN).

The scheme focuses on financing for home construction on own land through the Rumah Mesra Rakyat Darul Iman (RMR RAHMAN) and Rumah Mampu Milik Atas Tanah Sendiri (RAHMAT) programmes.

RMR RAHMAN is a collaboration with Syarikat Perumahan Negara Berhad (SPNB) for the B40 group, while RAHMAT is a state programme for B40 and M40 groups, both targeting Terengganu residents with land who have yet to own a home.
