Procurement Bill Aims To Curb Leakages, Strengthen Spending Transparency

IPOH, Aug 28 (Bernama) -- The Government Procurement Bill 2025, passed by the Dewan Rakyat today, is a key reform aimed at enhancing transparency, strengthening public spending governance and preventing leakages, said political secretary to the Finance Minister, Muhammad Kamil Abdul Munim.

He said the legislation supports broader institutional reforms and will help cap national debt at 60 per cent of Gross Domestic Product (GDP), while imposing stricter legal controls on procurement processes.

“This is another important step to ensure procurement is conducted under tighter laws to avoid wastage, mismanagement and corruption,” he told reporters after officiating the Bakti Muda Jiwa Merdeka programme at the Sultan Azlan Shah Training Institute of the Health Ministry (ILKKM SAS) here today.

Also present were Community Communications Department (J-KOM) director-general Datuk Ismail Yusop and ILKKM SAS Administration deputy director Dr S. Dhanabalan Sandra.

Kamil said the Bill introduces a more transparent and accountable procurement framework, including the establishment of a Government Procurement Appeals Tribunal to hear complaints from parties dissatisfied with any procurement process.

“Only those with something to hide, or who misuse public funds, would oppose this bill. The government is serious about improving governance and that makes some uncomfortable,” he said.

The bill outlines clear obligations, responsibilities and governance structure to ensure integrity in public procurement.

It was passed via a bloc vote, with 125 Members of Parliament in favour, 63 against, one abstention and 32 absent.
