Toll Discount Creates 'Win-Win' Situation, Shows Gov’t Listens To The People - Experts

KUALA LUMPUR, Jan 24 (Bernama) -- The government's decision to offer a 50 per cent toll discount on regular toll rates in conjunction with this year’s Chinese New Year celebration is seen as a 'win-win' situation for both highway users and the government.

Geostrategist Prof Dr Azmi Hassan said the two-day toll discount reflects the government's concern in addressing the grievances of the public, particularly those who are in need of such assistance.

“In reality, the 50 per cent toll discount is a win-win decision where the government does not have to pay 100 per cent compensation to toll concession companies, while benefiting those who truly require some relief.

“This decision provides some financial relief during the festive season, as not everyone using the highways can afford toll payments without considering the impact on their other expenses,” he told Bernama.

Works Minister Datuk Seri Alexander Nanta Linggi announced today that the government has approved a 50 per cent toll reduction for all Class 1 (private) vehicles on Jan 27 and 28.

According to Nanta, the decision was agreed upon in today's Cabinet meeting, with compensation payments to the affected toll concession companies estimated at RM20.08 million.

Azmi said the government was able to provide the toll discount due to the country's improved financial position under the MADANI government, attributed to targeted electricity and diesel subsidies as well as efforts to attract significant foreign investments.

However, Azmi opined that the toll discounts should be gradually reduced and eventually phased out to focus on targeted subsidies that are fairer in distributing assistance to eligible groups.

“We should gradually end the tradition of free tolls during festive periods, as the country has to bear the costs, but only highway users benefit. If it is stopped abruptly, many will complain, as seen in recent cases.

“Therefore, it should be phased out slowly, starting with a 50 per cent discount, followed by 30 per cent, 20 per cent, 10 per cent, and eventually no discounts at all,” he said.

Sharing a similar view, economic analyst Dr Baayah Baba said the toll discount is sufficient, as Malaysians have already enjoyed free tolls during four major festive seasons in 2023 and 2024 due to the government's concern for the people. 

She pointed out that the over RM300 million allocated by the MADANI Government for festive toll relief across four major festive seasons since 2023 is substantial and could be better utilised for more targeted purposes.

“Providing free tolls is beneficial, but it cannot be implemented frequently, as there are other priorities that need to be addressed. I believe that as the economy continues to improve, the government will channel more assistance to the public,” she said.
