Reformation Of Civil Service Helps Increase Productivity, Readiness In Facing Challenges – Cuepacs

KUALA LUMPUR, Aug 19 (Bernama) -- Civil servants who are the backbone of the public service need to have good values and practice a culture of high integrity to ensure that their service to the country and people can be felt by the target group and thus increase the public’s level of confidence in them.

Congress of Unions of Employees in the Public and Civil Services (Cuepacs) president Datuk Dr Adnan Mat said he was confident that not all civil servants were involved in issues of value and integrity, but at the same time civil servants involved in negative culture that could be linked to their work culture cannot be tolerated.

"CUEPACS is also confident that civil servants always strive to maximise the system of public service delivery to the people or target groups. Therefore, a few of those involved in negative practices must be subjected to appropriate action so as not to become a ‘cancer’ among civil servants and the institution itself.

"The practice of 'we take care of ourselves' needs to be seen in a positive context for public services. Like the 'carrot and stick' approach, those who are guilty need to be taken to task and those who are responsible and dedicated in their duties need to be given good rewards to set an example for others," he said in a statement today.

According to him, Prime Minister Datuk Seri Anwar Ibrahim's announcement during the 19th Public Service Prime Minister's Mandate Council (MAPPA) clearly shows the government's concern for the welfare of civil servants.

“Alhamdulillah it has yielded results, even though there is various talk out there about the government's announcement. We should not listen to and be influenced by baseless propaganda,” he said.

"What is important today is that we are determined to fight together with the government to raise the income floor of the people and expand the ceiling of the national economy so that the benefits will be felt by all of us," he said.

Adnan said all levels of the civil service need to deal with integrity issues, and this is especially for those who function as department heads as they need to be responsible for reporting the misconduct of their subordinates so that strict action can be taken by the authorities.

"Cuepacs believes that by instilling a mindset of change and practicing high integrity values, it will be able to increase the quality of the public service in the future," he added.
