Limiting PM's Tenure An Institutional Reform At Strengthening Democracy -- MPs

KUALA LUMPUR, March 2  (Bernama) -- The proposed amendment to the Federal Constitution to limit the Prime Minister’s term of office is seen as an institutional reform aimed at strengthening democracy and national governance.

Datuk Seri Dr Zaliha Mustafa (PH-Sekijang) praised the government under Datuk Seri Anwar Ibrahim for taking decisive action to translate reform commitments into law rather than mere rhetoric.

She emphasised that the amendment does not affect the prerogatives of the Yang di-Pertuan Agong but sets new constitutional eligibility requirements for the position of Prime Minister.

“It only sets a new constitutional eligibility requirement for the Prime Minister and aims to protect the royal institution from being dragged into the turmoil of political intrigue,” said the chairman of the Government Backbenchers Club during the Dewan Rakyat debate on the Constitution (Amendment) Bill 2026.

Syahredzan Johan (PH-Bangi) highlighted that limiting the Prime Minister’s term is essential to prevent the concentration of power.

“When a Prime Minister knows his term is limited, he must deliver on promises immediately. There is no honeymoon period...when appointed as Prime Minister, the person must immediately deliver,” he said, adding that political parties should cultivate future Prime Minister candidates to ensure continuity.

Chow Kon Yeow (PH-Batu Kawan) explained that a 10-year term limit is clearer and more objective than counting terms, as it is not tied to election cycles or the dissolution of Parliament.

Opposition MP Kamal Ashaari (PN-Kuala Krau) said the term limit is a mechanism to prevent centralisation of power, noting that while the amendment strengthens democracy and accountability, care must be taken not to disrupt the country’s foundational constitutional structure.

Halimah Ali (PN-Kapar) said the term limit represents a positive step toward good governance, signalling that leadership is a trust rather than a permanent possession.

She stressed, however, that its effectiveness depends on a strong democratic ecosystem, including good governance and adherence to the rule of law.
