DSN Action Plan 2026-2030 To Strengthen Social Well-being - DPM Zahid

KUALA LUMPUR, May 7 (Bernama) – The government today launched the National Social Policy (DSN) Action Plan 2026-2030, featuring 102 initiatives focused on prevention, empowerment, promotion and protection to strengthen social well-being and improve support for vulnerable groups nationwide.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the action plan would serve as a more structured framework to realise the goals of the DSN 2030, which was launched earlier.

“DSN 2030 has provided us with the direction. Today, this action plan must provide a more structured approach to turn those policy foundations into meaningful action,” he said at the launch ceremony here today.

Also present was Women, Family and Community Development Minister Datuk Seri Nancy Shukri.

Ahmad Zahid said the action plan must serve as a bridge between government policies and the realities faced by the people to ensure assistance and interventions truly reach those in need.

“It ensures aid is not duplicated, information gaps are avoided, vulnerable groups are not left behind and every intervention reaches the intended recipients,” he said.

He said social challenges today are becoming increasingly complex as social pressures intersect with economic challenges, while digital advancements have also introduced new risks such as online scams, child exploitation and the spread of harmful content.

According to him, the implementation of the action plan must also focus on three key shifts - from assistance to self-reliance, from siloed efforts to a unified ecosystem, and from reactive measures to prevention.

“Assistance remains important, especially for those in need, but the ultimate goal of social policy is not to keep people dependent on aid.

“Our goal is to uplift them so they are able to stand on their own, work, do business, contribute and build a better future for their families,” he said.

Ahmad Zahid said cooperation among ministries, state governments, local authorities, non-governmental organisations, the private sector, academia and communities must also be strengthened, as social issues cannot be addressed in isolation.

He said each initiative under the action plan would have clearly defined ownership, measurable key performance indicators (KPIs), implementation timelines and regular monitoring through the National Social Council.

“Do not wait for families to collapse before we step in. Do not wait for children to drop out before we act. Do not wait for the elderly to be neglected before we show sympathy. Do not wait for youths to lose direction before we look for solutions. A good social policy must come earlier,” he said.

Led by the Women, Family and Community Development Ministry (KPWKM), the DSN 2030 serves as a comprehensive framework to shape an inclusive, progressive and resilient Malaysian society.

The policy aims to improve public well-being, address social challenges and safeguard the rights and quality of life of every individual in line with the Malaysia MADANI aspirations.
