MOHE Gathering Proposals To Implement Polycc Restructuring, Says Zambry

SHAH ALAM, May 15 (Bernama) -- The Ministry of Higher Education (MOHE) is currently gathering proposals and findings to implement the restructuring of polytechnics and community colleges (POLYCC), in an effort to strengthen and improve these institutions.

Its minister, Datuk Seri Dr Zambry Abdul Kadir, said that the MOHE is currently reviewing several key aspects that require improvement, including salary issues, career pathways, professional development, and the positions of officers in the institutions.

"Therefore, all aspects need to be reviewed. At the POLYCC level, a committee has been established to review all aspects, including the current legal standing," he said.

He said this to reporters after attending the Central Zone ‘Kembara Karisma Pemimpin Muda MADANI’ POLYCC 2026 Programme at the Sultan Salahuddin Abdul Aziz Shah Polytechnic here today.

Zambry said the proposals obtained, including from today's programme, will be taken forward and presented to the Cabinet when ready.

Previously, Zambry was reported to have said that the government is drafting a restructuring effort for 36 polytechnics nationwide to enhance their roles so that they are no longer limited to offering certificate and diploma courses alone but are capable of providing education at the undergraduate and master's degree levels.

He said the move aims to ensure that the institution in question can meet the needs of the current and future industries, especially in the high-tech field.

Kembara Karisma Pemimpin Muda MADANI 2026, organised by the Higher Education Leadership Academy (AKEPT), is a strategic platform to strengthen the development of young leadership talents among lecturers and administrators of higher education institutions (IPT).

The programme is structured as a foundational leadership development initiative based on the values of Malaysia MADANI, excellent governance, and strategic thinking in line with the aspirations of the national higher education.

The expedition gathered around 300 young lecturers and administrators from polytechnics and community colleges in the Central Zone to strengthen leadership networks, enhance competencies, and build the readiness of future leaders in the country's Technical and Vocational Education and Training (TVET) sector.

Meanwhile, Zambry said the issue of recognition for the Unified Examination Certificate (UEC) does not arise following the government's decision to allow graduates from Chinese Independent Secondary Schools (SMPC) to pursue certain programmes at public higher education institutions.

He said the decision was made based on current needs and the existing education system in the country, including the requirements related to the Sijil Pelajaran Malaysia (SPM).
