PUTRAJAYA, Nov 15 (Bernama) -- The Ministry of Housing and Local Government (KPKT) has earned the distinction as the first ministry to win the National Development Award (APN) at the recent APN 2024 ceremony.

Its minister, Nga Kor Ming said the award recognises outstanding performance in three areas: the implementation of the Industrialised Building System (IBS), programme and project management, and outcome evaluation.

In addition to the APN, KPKT also won three other awards; first place for Best IBS Management (for projects above RM1 billion), first place in Outcome Evaluation among High-Performance Ministries, and a special award for Consistent Outcome Evaluation.

Nga credited the ministry’s success to five key factors: meticulous planning, effective implementation, clear communication, integrity-driven leadership, and strong teamwork.

“This achievement reflects the dedication of every department in delivering projects that positively impact the community,” he said during a press conference here today.

As a gesture of appreciation for the ministry’s achievement, Nga announced a donation of one month’s salary to the KPKT staff welfare fund, emphasising solidarity within the ministry’s 22,000-strong workforce.

“This (salary contribution) is a symbol of solidarity, demonstrating that the minister and the KPKT staff are inseparable, embodying the spirit of ‘berat sama dipikul, ringan sama dijinjing’,” he said.

KPKT’s Best IBS Management award recognises its compliance with the government’s IBS policy, achieving a minimum score of 70.

The ministry successfully implemented 92 projects under the Physical Construction – New Buildings category.

Key projects include the People’s Residency Programme, fire and rescue stations, new markets, bus terminals, and other related developments.

For the High-Performance Outcome Evaluation award, KPKT scored 93.8 per cent across five completed projects, including the People’s Housing Programme in Taman Perling, Johor Bahru, Johor; Kelisa Ria Apartment in Kajang, Selangor (Rehabilitation of Abandoned Private Housing Project); Kuching Botanical Garden Development in Sarawak; Gemencheh Fire Station and Quarters in Tampin, Negeri Sembilan; and Reconstruction of a Food Court at Jalan Kerja Ayer Lama, Ampang, Selangor.

Nga noted that the outcome evaluation focuses on whether programmes meet their objectives and deliver benefits to target groups.

KPKT also won the special award for Consistent Outcome Evaluation for the second year in a row, recognising its ability to maintain high performance with scores exceeding 90 per cent over three consecutive years.
