Timor-Leste PM Calls For Stronger Diplomacy To Address Global Conflicts, Crises

KUALA LUMPUR, Dec 2 (Bernama) -- Timor-Leste Prime Minister Kay Rala Xanana Gusmão on Monday has underscored the pressing need for effective diplomacy to navigate a world increasingly gripped by conflict and fragility.

In his address during a public lecture at the Institute of Diplomacy and Foreign Relations (IDFR),  Xanana Gusmão highlighted the critical role of diplomacy in resolving global crises, citing the ongoing tragedy in Gaza as a stark illustration of the consequences of diplomatic inertia.

"The situation in Gaza underscores the dire cost of neglecting long-standing conflicts.

"The failure to resolve the Israeli-Palestinian issue has perpetuated a cycle of despair and violence, devastating civilian lives and eroding international norms,” he said.

While welcoming the recently announced ceasefire between Hezbollah and Israel, he cautioned against complacency, noting that ceasefires are often tenuous.

"Ceasefires are not peace; they are a pause in violence, offering a chance for political negotiations," he said, urging a shift from hostility to meaningful reconciliation.

The Prime Minister also drew attention to other global conflicts, including those in the Democratic Republic of the Congo, the Central African Republic, Sudan, Yemen, Haiti and Myanmar. He underscored the importance of compassion toward immigrants, lamenting the indifference and hostility they often face.

“Too often, we see indifference or hostility towards those seeking a better life. Yet, their stories are woven with courage, resilience and hope,” he remarked.

Turning to environmental issues, Xanana Gusmão warned of the triple planetary crisis—climate change, biodiversity loss, and pollution. He criticised developed nations for prioritising industrialisation over environmental sustainability, highlighting the vulnerability of Small Island Developing States and Least Developed Countries to climate change.

The Prime Minister also addressed rising geopolitical tensions, particularly the rivalry between China and the United States (US), urging diplomats to carefully navigate these dynamics to prevent escalation.

Expressing appreciation for IDFR, he praised its role in nurturing leaders and fostering understanding in the complexities of international relations.

“IDFR’s dedication to fostering understanding and preparing leaders has made it a vital institution not only for Malaysia but for our region as a whole," he said.

Reflecting on the shared histories of Timor-Leste and Malaysia, he stressed the importance of dialogue and mutual respect for sovereignty.

"I believe all people yearn for the same thing: to live in peace and harmony," he said, calling for international dialogue that upholds the sovereignty of nations.

In closing his lecture, titled ‘International Diplomacy in an Increasingly Fragmented and Fragile World,’ Xanana Gusmão called for hope, resilience,and belief in justice even in the face of adversity.

“It is a reminder that even in the darkest of times, dreams can light the way to freedom," he said, reinforcing the idea that diplomacy remains humanity’s most effective alternative to war and discord.

The public lecture, held at the IDFR auditorium was attended by diplomats, officials, academics and university students.

It marked the second day of Xanana Gusmão’s three-day official visit to Malaysia -- his first since assuming the prime ministership on July 1, 2023.
