MAF Committed To Continuing Cimic Programme Next Year

SEMENYIH, Dec 16 (Bernama) -- The Malaysian Armed Forces (MAF), particularly the Malaysian Army, are committed to continuing the implementation of the Civil-Military Cooperation (CIMIC) programme or Program Jiwa Murni (PJM) in 2026, subject to approval and receipt of financial allocation.

Malaysian 4th Infantry Division  (Division 4) commander Major General Datuk Khairul Azmizal Ahmad Natal said that the programme will continue to be prioritised as it has proven effective in strengthening ties between the MAF and the civilian community.

He said this programme is also capable of helping to ease the public burden besides directly benefitting the local residents.

“This programme will be continued by the MAF, specifically the Army. For next year's planning, the allocation has not yet been received, but when it is finalised, priorities will be determined based on the needs and capabilities of the MAF," he said.

He said this when met by reporters at the opening ceremony of the Engineering Civic Action Programme (ENCAP) at the 4th Division level at the Kampung Pasir Baru hall here today.

For the record, throughout 2025, approximately RM165,000 has been allocated for the implementation of the CIMIC programme by the MAF’S 4th Division, subject to the needs and priorities in the affected areas.

"During that period, various programmes were implemented, including ENCAP, Program Bertanya Khabar, Forum Perdana, gotong-royong rewang, funeral management, providing assistance and donations to the less fortunate in the Kem Pengkalan Hulu area, asset exhibitions, health and dental check-ups and painting work," he said.

Commenting on the implementation of ENCAP in Kampung Pasir Baru, Khairul Azmizal said that the 2nd Royal Engineers Regiment (2 RAJD) under the Eastern Field Command was given the responsibility of carrying out repair work on the village's community hall, as the unit has specific expertise in the fields of engineering and construction.

He said the repair project was completed before the end of the year and can now be utilised by the villagers as a community facility.

Based on my experience, the reception of the village community towards the MAF is very good and positive. This cooperation not only benefits the villagers but also strengthens the relationship between the public and the military for the sake of national development," he said.

He said the implementation of the PJM is an approach that has been practised by the MAF for a long time since the era of the Malayan Communist Party threat, based on the principle that national defence is a shared responsibility and does not rest solely on the shoulders of the armed forces.

"Although the communist threat ended in 1989, the approach of reaching out to civil society and assisting local development continues to be implemented because it is capable of strengthening public and military cooperation in facing overall national security challenges," he also said.

In the context of disasters, he added that assisting the public is a secondary task of the MAF and that role will continue to be carried out when directed, in line with the MAF's commitment to the well-being of society.
