Senior Citizen Bill Vital To Safeguard Rights, Welfare Of The Elderly - Lee Lam Thye

KUALA LUMPUR, May 22 (Bernama) -- The proposed Senior Citizen Bill is vital in providing a comprehensive legal and policy framework to safeguard the rights and welfare of the elderly, and is both timely and crucial as Malaysia moves steadily towards becoming an aged nation, said social activist Tan Sri Lee Lam Thye.

He said the Alliance for a Safe Community welcomes and fully supports the government’s move to table the Bill in the next session of Parliament following comprehensive consultations with stakeholders, including senior citizens’ groups, healthcare professionals, social welfare experts, caregivers and community leaders.

“Many senior citizens today face various challenges, including neglect, abandonment, financial insecurity, loneliness, poor healthcare access, abuse, and social isolation. Some elderly individuals are left without proper family support, while others struggle to meet their daily needs due to rising living costs and inadequate protection systems,” he said in a statement today.

Lee, who is a former member of the National Senior Citizens Advisory Council, said the proposed law should address key areas such as access to healthcare, social protection, elder abuse prevention, mental health support and affordable housing.

He added that the Bill should also focus on accessible public facilities, employment opportunities for active seniors, and long-term care services, while strengthening mechanisms to protect them from physical, emotional, and financial abuse.

“Equally important is the need to recognise senior citizens not as a burden to society but as valuable members of the nation who have contributed significantly to the country’s development. Their wisdom, experience, and sacrifices deserve appreciation, protection, and respect,” he said.

He emphasised that the Bill should encourage stronger family and community responsibility in caring for the elderly, while promoting active ageing and greater participation of senior citizens in society.

Lee noted that Malaysia must prepare comprehensively for demographic changes to avoid a major social and healthcare crisis in the future.

“At the same time, consultations with all stakeholders are extremely important to ensure that the proposed law is practical, inclusive, compassionate and capable of addressing the real needs faced by senior citizens from different backgrounds and communities.

“We hope the government will ensure that the final legislation is not merely symbolic but truly effective in improving the quality of life, dignity, independence, and well-being of senior citizens throughout the country,” he said.
